About the role


We’re looking for an internet-era Director who wants to help government deliver on a digital and technology strategy for Nova Scotia, specifically passionate about building a government as a platform approach, starting with platform services like digital identity, digital payment and notification. We’re interested in candidates who have strategic leadership experience, a track record of delivery, digital awareness and a data-driven approach.


The Director will be responsible for supporting the development of and delivery on a vision for platform services that will enable the province to deliver simpler and faster, user-centered services through a “build once and use many times” approach. Success will be measured against delivery of platforms that enables next generation digital public services, and high-quality working environments for public servants.


In more detail, the Director, Platforms will:


  • Provide strategic leadership and advocacy in the delivery of internet-era, user-centered services
  • Using a sustainable, self-service approach, design, build, implement, and operate platform services such as digital identity, digital payments, notifications
  • Lead and motivate multi-disciplinary teams to ensure products are meeting business outcomes in Alpha, Beta, Live phases by monitoring service metrics, continuous improvement, etc., adjusting as required to continue to meet outcomes as needs evolve
  • Lead a strong team of engaged digital leaders and empower them to use internet-era ways of working, maintaining a strong focus on delivery priorities, ensuring accountability for delivery, and acting swiftly to respond to changing requirements
  • Work collaboratively across the organization to exchange best practice, contribute to cross-government strategies and deploy user-centered services
  • Be responsible for the financial position of platform services, managing budgets to ensure best value is delivered and accurate forecasts are made, promoting and visibly demonstrating a culture of value for money
  • Make strategic choices on spending and procurement, challenging high risk or costly options
  • Contribute and participate in digital platforms on a National level (e.g. Pan-Canadian Digital Identity)
  • Promote resilience and responsiveness in the organization by being open and honest about challenges and the actions required to address unexpected developments


The successful candidate will be:


  • An experienced servant leader, championing the importance of people, teams, diversity and culture
  • Equally at ease presenting to senior leaders, elected officials, or a team of developers
  • A clear, articulate communicator
  • Able to work under pressure, to tight deadlines
  • Excellent at building relationships within, and beyond, government
  • Cool with agile ways of working, which are a relatively new idea in government


They will have:


  • Experience at a senior level, in the public or private sector, of delivering transformational change, to deliver cost savings and service improvements
  • Experience with internet-era practices, and capable of effectively leading multidisciplinary teams to define the best approach to achieve business/policy outcomes
  • Knowledge of the technology landscape and marketplace
  • Demonstrated understanding of government as a platform, and the delivery of platform services
  • A strong commitment to customer service excellence, teamwork and collaboration
  • Experience with innovative approaches to sourcing services
  • Experience with managing relationships with suppliers
  • Experience making difficult decisions by pragmatically weighing the complexities involved against the need to act
  • Experience engaging with stakeholders and colleagues at all levels to generate commitment to goals
